With over 28 years of distinguished experience in economics, finance, and public policy, Fakher Muftah Omar BUFERNA holds a Bachelor’s degree in accounting from the University of Benghazi (1992), a Master’s in Accounting (1997), and a Ph.D. in Finance from the University of Liverpool, UK (2005). Beginning his career as a university lecturer in accounting in 1997, he later transitioned into leadership roles, including Vice Chairman of the Board and Deputy Manager of the Libyan Stock Market (2006) and Dean of the Faculty of Economics at the University of Benghazi, Libya (2009–2010). His expertise in finance and public policies led to appointments on the boards of major institutions, including  Saving and Real Estate Investment  Bank (2012–2015), Daman Islamic Bank, Wahda Bank, and the Central Bank of Libya. In the public sector, he was appointed as Planning Minister (2021), shaping national economic policies, while his roles on the boards of the Libyan Investment Authority (LIA – Libyan Sovereign Wealth Fund) and the Libya Africa Investment Portfolio (LAIP) further underscored his influence in strategic investment management. A proven leader in academia, banking, and government, his career reflects a deep commitment to economic development, financial regulation, and institutional growth.
